As "Participating Agencies," three of Houston's Management Districts will discuss their involvement with TXDOT in the preliminary planning of IH-45, IH-10 and IH-69, the future highway system in and near Downtown Houston as presented by TXDOT during public meetings held in April 2015.

Panelist Bios:

Patrick Henry, TXDOT
Pat began his career with TxDOT in 1984.  He has worked in several areas of the Department including Central Design/Plan Review as a roadway design engineer and  the West Harris Area Office where he worked in design and construction.  In 1989 he was selected to be in the first group to participate in the Master’s program at Texas A&M University.  Other assignments included 2.5 years in District Maintenance and six years supervising design support functions such as pavement design, railroad coordination, mapping, traffic control, design concept conferences, utility coordination, and design exceptions.  He spent nearly three years as the  Assistant Director of Design for the Houston District.  Since 2001 he has been the Director of Project Development for the Houston District.
Pat received his Bachelor of Science in Civil Engineering from the University of Houston and his Masters in Civil Engineering from Texas A&M University in 1991.  He is a registered Professional Engineer in Texas.  He and wife, Judy, are the proud parents of two children and a daughter-in-law,  all of whom are Aggies.   They also have two grandchildren.  They are longtime  residents of Jersey Village.


Bob Eury, The Downtown District
For thirty-one years Robert M. Eury has served as President of Central Houston, Inc., a private, non-profit corporation, formed to lead the planning and implementation of the redevelopment of Houston’s central city area—principally downtown.  Mr. Eury is also the Executive Director of the Houston Downtown Management District, a special assessment district within downtown Houston, and President of the Downtown Redevelopment Authority, a non-profit local government corporation that operates Tax Increment Reinvestment Zone #3 for the City of Houston.
Mr. Eury was Vice President and Director of Research Development for Rice Center prior to starting Central Houston in 1983.  During his nine years with Rice Center, his research focused on: land use/transportation joint development, urban services delivery, development regulation, and environmental design.  Before joining Rice Center in 1974, Mr. Eury served as Director of Community Planning Studies for the Urban Studies Center, University of Louisville, Kentucky.
Mr. Eury holds a Master of Architecture in Urban Design from Rice University and a Bachelor of Science in Architecture from the University of Cincinnati.

Rebecca Reyna, Greater Northside Management District
Rebecca Reyna is the executive director of the Greater Northside Management District, in the same community that she grew up as a daughter of a small business owner and native Houstonian. Rebecca attended Houston ISD schools and graduated from Texas A&M – Corpus Christi.  She also attended University of Houston working on a Master’s of Public Administration.
Rebecca was employed by Harris County for over 10 years, during which time she was responsible for implementing a special, intensive supervision program for females, among being responsible for curriculum and budget for the program.   She was also employed by the City as Policy Director for then Council Member Adrian Garcia and with the Department of Housing and Community Development.
Rebecca’s nonprofit, Harris County and City of Houston experience enabled her to become the first executive director for the Greater Northside Management District in April 2007.  During her tenure, the District has seen a reduction in crime, graffiti and litter while becoming a more livable neighborhood.  She has been responsible for the implantation of all the District’s programs and daily operation of the District.

Anton Sinkewich, East Downtown Management District
Anton Sinkewich is the Executive Director of the East Downtown Management District, an organization focused on creative community building, quality of life related development, design, marketing, and maintenance in the EaDo (East Downtown) District of Houston, TX. Anton is a graduate of Rice University School of Architecture,  The American Leadership Forum's (ALF) inaugural Community Development Class, as well as an AICP Certified Planner & member of the American Planning Association (APA). As a resident of Houston's East End, Anton is a passionate advocate for sustainability, multi modal transportation, and especially Houston's redevelopment as great socially equitable city.
